Bustleholme to Kingstanding 132kV

Excalon Ltd was appointed by NGED to manage and install approximately 7.4km of 132kV double circuit ducting & cable infrastructure from Bustleholme to Kingstanding substations in the centre of Birmingham.

Scope of Works

The existing 132kV fluid filled cable circuits between Bustleholm and Kingstanding substations were installed in 1965 between the two sites. Due to the age and condition of these circuits along with the risk to the environment, they required replacement & decommissioning.

Due to the location of these works liaison with other third parties including NGED customers, councils, third party contractors and committees was required to be completed in conjunction with the NGED project engineer & representatives.

Electro – Technical

> Design and excavation of 132kV joint bays
> Installation of new 132kV 630sqmm XLPE cables.

> Design and installation of new CSE structures
> Removal and de-oiling of redundant CSEs

Existing and Unchartered Services

As with any major city in the UK there are a vast number of buried mains and services, the majority of which are shown on utility drawings, however a number of redundant and unchartered service runs were encountered.

Excalon’s Civils teams are well versed in identifying & mitigating risks associated with unidentified & redundant services with the aim of minimizing impact to project programmes.

Traffic Management

The project involved significant Traffic Management planning & resource throughout the route spanning the centre of Birmingham.

Works were monitored & managed via Excalon’s customized TM management system, utilized to design & schedule workflows, create reports & locate teams, jobs & devices.

A Full time 24hr TSCO (Traffic Safety Control Officer) was in place throughout the works with dedicated In house operatives & supervisors deployed as pedestrian POCs / marshall’s
/ Banksmen. Regular TM inspections were conducted & recorded via the live system for immediate distribution & action.

Stakeholder Management

A Stakeholder Communication plan was produced by Excalon, in partnership with NGED, to capture
the communication preferences of all affected Stakeholders. An extract of the communication plan indicates the priority level on the drawing & in the key details of each stakeholder.

A Stakeholder meeting was held attended by MP’s, Local Councillors, resident groups, businesses to present finalised Traffic Management plans for consultation & approval.

A dedicated team including a public liaison officer & social value lead worked in partnership with the client to manage and adapt the communications plan. Involvement of local social media groups assisted in identifying any areas of concern, and to assist in publication of social media updates and local press announcements. Regular local drop in surgeries were also held to update local residents on project progress.

HVAC Testing

Excalon successfully managed the installation of cross bonding earthing, the 132kV jointing
works and the HVAC testing to commission the circuits, working under the technical specification
procedures of the client & cable manufacturer.

The existing old filled 132kV circuits were flushed, excavated and removed throughout the site.

The 2 circuits were successfully tested, commissioned & energized with positive feedback from the client on the successful delivery of the project.
